Sex offender accused of luring, raping 13-year-old girl in Seattle homeless encampment

SEATTLE — A registered sex offender who had a warrant out for his arrest is now accused of luring a child into his tent near a Seattle park and sexually assaulting her.

The King County Prosecuting Attorney’s Office charged Brian David Miller, 51, with one count of rape of a child in the second degree, and one count of luring.

According to the charges, on June 26, Miller approached a 13-year-old girl who was sitting on a bench near the Meridian Playground at 4920 Meridian Ave North in the Wallingford neighborhood.

The victim reported Miller asked her questions about her life and her family and told him he was 51 years old after he asked about her age, the charges allege.

Investigators said Miller convinced the girl to go with him to a nearby restaurant where he bought her a milkshake. A police report alleges Miller then took the girl to his encampment in Woodland Park. The victim said the encampment was “hidden” in the trees near Aurora Ave North.

Once the pair was at the encampment, the charges allege Miller raped the girl after she attempted to leave his tent.

The victim told her parents about what happened, including giving them Miller’s name. Police allege the family said they showed her Miller’s picture from the King County sex offender registry and she confirmed it was him.

Investigators later obtained surveillance video from the restaurant where Miller bought the milkshakes and it shows him with the victim on the day she alleged he assaulted her.

Seattle police put out a bulletin for the suspect and two Department of Corrections officers said they recognized him.

Miller was released from prison in April after serving a four-year sentence for a conviction of attempted commercial sex abuse of a minor. The King County Sex Offender Registry lists Miller as an absconded sex offender. Miller is being held on a bail $750,000 in the King County Jail. He pleaded not guilty at a hearing earlier this week.

In 2020, Renton police arrested Miller after an online child predator sting. Charging documents in that case allege he communicated with an undercover police officer who was pretending to be a 15-year-old girl. The charges allege Miller was trying to arrange sexual acts with the girl and told her he could help her make $9,000 a week doing “physical things.”

The King County Prosecuting Attorney’s Office says they have filed charges in every case that has been referred to their office against Miller.
